Black Rock’s formation was in response to the Fiscal and Monetary pressures that the U.S. Government and Commercial Service providers are facing in applying a new acquisition philosophy that favors affordable engineering and business solutions that can be deployed quickly to meet near-term strategic and operational requirements.  This is due to declining investment budgets and fast paced business and wartime delivery needs.  The steady decrease in investment spending will continue for the foreseeable future, as will the increasing desire for affordable systems and solutions.

 

 

Black Rock looks beyond simple cost-cutting measures to a more comprehensive “new century affordability” approach that transforms cost structures and refocuses capabilities on the new market requirements.
